If a German train is a minute late you can be sure the travellers will bemoan the incompetance of Deutsche Bahn with indignant disgust and then go on to remark that the country is generally going to the dogs.

a certain amount of complaining would be understandable, even acceptable, if Germans had any real reason to complain. But for the most part, they don’t.
